OneShoreline is governed by a seven member Board of Directors. Two Board members serve on the San Mateo County Board of Supervisors, and five serve on different city or town councils that govern municipalities throughout the county.

Dave Pine
Dave Pine is an inaugural member and current chair of the San Mateo County Flood and Sea Level Rise resiliency District, representing the San Mateo County Board of Supervisors, District 1. He was first elected to the Board of Supervisors in May 2011, and subsequently reelected in 2012 and 2016.
In addition to chairing the Flood District, Chair Pine is a board member for the San Francisco Bay Conservation and Development Commission (BCDC), the SF Bay Restoration Authority, the San Francisquito Creek Joint Powers Authority, a founding member of the Peninsula Clean Energy Authority and serves on two transportation board of directors; the San Mateo County Transit District (SamTrans) and Peninsula Corridor Joint Powers Board (Caltrain). He is also a board member of the Association of Bay Area Governments, the Bay Area Regional Collaborative, and Joint Venture Silicon Valley.
Supervisor Pine served as a Burlingame School District board member from 2003 to 2007 and on the San Mateo Union High School District from 2007 to 2011. He is also a past president of the San Mateo County School Boards Association. Before focusing his career on public service, Pine worked as an attorney representing start-up and high-growth technology companies. After working in private practice with Fenwick & West, he served as Vice President and General Counsel for Radius, Excite@Home, and Handspring.
Originally from New Hampshire, Pine is a graduate of Dartmouth College, elected to the New Hampshire State House of Representatives at the age of 19. Following his undergraduate studies, Pine earned his Juris Doctorate from the University of Michigan Law School. He resides in Burlingame.
Coastal
Ray Mueller
In 2022, Supervisor Ray Mueller was elected to represent District 3 on the San Mateo County Board of Supervisors. In his first year on the job, Ray and his staff have rolled up their sleeves and dived into serving his community. Together they have responded to unprecedented challenges brought from winter storm systems and tackling public health safety issues facing the District. Supervisor Mueller has taken the lead in repairing coastal infrastructure and building healthy and safe farmworker housing.
Ray also serves on numerous boards of directors in his role for the County, including SamTrans, the Caltrain Peninsula Corridor Joint Powers Board, Peninsula Clean Energy, the San Mateo County Transit District and County Transportation Authority, Housing Our People Effectively, the San Mateo Health Commission, One Shoreline, the FEMA Emergency Food & Shelter Program Local Board and more.
Prior to his election to the Board of Supervisors he served 10 years as a City Councilmember, gaining re-election 3 times. Supervisor Mueller is a graduate of University of California, Hastings College of the Law and UC Berkeley and holds a certificate in Diversity and Inclusion from Cornell University’s online platform, eCornell. A commitment to public service is shared in Ray’s household, as his wife and high school sweetheart Kristen, was named public school administrator of the year in the San Mateo and San Francisco counties in 2015. Together they are raising their two school aged children and feel blessed to live in San Mateo County.

Debbie Ruddock
Debbie Ruddock is serving her 5th term as a Half Moon Bay council member. In addition to her FSLRRD duties, Debbie currently represents the city on the boards of Sewer Authority Mid-Coastside and the San Mateo County City/County Association of Governments (C/CAG). Professionally, Debbie is legislative liaison and a senior project manager for the State Coastal Conservancy. She has an extensive background working and collaborating on coastal zone management issues and served five years as an alternate on the California Coastal Commission.
North
Donna Colson
Donna Will Colson is a member of the Burlingame City Council. After a twenty five year career in the investment management and pension industry she has focused on entrepreneurial philanthropy with an emphasis on change making and strategic planning around inclusiveness and all elements of sustainability. She presently serves on the Board of Peninsula Clean Energy’s Executive Committee where she Chairs the Audit and Finance Committee and the ad hoc Strategic Planning Committee. She has both an BA and MBA from UC Berkeley and serves the advisory board of the Haas Business School and the Center for Equity Gender and Leadership and as an Advisor for the College of Letters and Science at the University of Wisconsin.
Central
Adam Rak
Adam Rak was elected to the City Council of San Carlos in 2018.
He is the Senior Director for Government Relations at Trustwave Government Solutions, a leading cyber security company. He has over 25 years experience working on public policy issues including six years as an aide on Capitol Hill for then Congresswoman Barbara Kennelly. He also lead the global public affairs team at Symantec for nine years.
Mr. Rak moved to San Carlos in 2001 and has been an active member of the community. He has coached youth sports, volunteered in the classroom and served on the San Carlos Chamber of Commerce Board. He was also elected and served one term as a Trustee for the San Carlos School Board from 2011 – 2015.
Mr. Rak has a Bachelor’s Degree in International Affairs from the George Washington University in Washington, DC.
He and his wife, Allison, have three daughters.
South
Lisa Gauthier
Lisa Gauthier was elected to the East Palo Alto City Council in 2012 and is currently serving as Council Member. She previously held the positions of Vice Mayor in 2014 and 2018 and Mayor in 2015 and 2019. Lisa is also the Government Affairs Manager at Study.com, an online education company in Mountain View, where she supports the company’s community impact programs – including Working Scholars, a community-funded free college initiative.
Lisa is an active board member with Live in Peace, CCAG, CCAG Water Committee, San Mateo County Office of Emergency Services, Stanford Medicine Community Council, San Mateo County Flood and SLR Resiliency Agency and San Francisquito JPA.
At-Large
Marie Chuang
Marie Chuang was elected to the Hillsborough City Council in 2010. She was the fourth woman and first person of color to serve on the Council in its 108-year history. She is a two-term Mayor and the first Taiwanese American Mayor in California. She holds a Bachelor of Sciences Degree in Liberal Arts from the University of California, Berkeley.
Marie serves on several regional joint power authorities. She has chaired the City/County Association of Government (C/CAG) whose domain encompasses transportation, air quality, stormwater runoff, hazardous and solid waste management, recycling, land use near airports and abandoned vehicle abatement. She also serves on the Board of the Central County Fire Department, holds a leadership position in the County Emergency Service Council, and the Boards of Samaritan House, Leadership Council San Mateo County and San Mateo Public Library Foundation.
