    Len Materman

    Chief Executive Officer

    In early 2020, Len Materman was appointed CEO of the San Mateo County Flood and Sea Level Rise Resiliency District, also known as OneShoreline. OneShoreline was established by State legislation on January 1st of that year as the first independent government agency in California focused on planning for and reducing the impacts of climate change on a region. These impacts have already proven to be substantial and, in key respects, will exceed those of all other California counties.  

    Len recently served as the first Public Policy Practitioner in Residence at Stanford University’s Center for the American West and, together with colleagues at Stanford and UC Berkeley, he was a contributing author of two recent books on financing and implementing large-scale climate resilience. Previously, Len led a regional government agency on the San Francisco Peninsula that completed the largest multi-jurisdictional sea level rise protection effort in the state for which the agency was highlighted as a model in the Wall Street Journal, Los Angeles Times, and other major media outlets. 

    Prior to his work in regional government, Len consulted to the U.S. State Department and foundations and nonprofits around the world, and he served as executive producer of a nationally-broadcast PBS documentary. During the Clinton Administration, Len served as an advisor to the Director of FEMA and as FEMA’s representative on two White House Task Forces. Before working in Washington DC, Len was the Director of Government Affairs at UC Berkeley, where he received two Chancellor’s Distinguished Service Awards. He has spoken on a range of topics at conferences from Hawaii to Chernobyl and many locations in between, and he has degrees in Political Science and Biology from UC Davis.

    Lucy Dong

    Director of Finance and Administration

    Lucy Dong is the Director of Finance and Administration for San Mateo County Flood and Sea Level Rise Resiliency District (OneShoreline), where she provides the financial and operational leadership critical to advancing the agency’s vital mission.

    As a key architect of OneShoreline’s foundation infrastructure, Lucy has designed and implemented robust systems across finance, human resources, risk management and compliance. She expertly oversees the district’s financial operations, including budgeting, treasury, investment and debt management, financial reporting and auditing, while providing direct support to the Board of Directors, Finance and Audit Committee.

    Lucy possesses a unique dual expertise as a CPA (advancing CPFO) and holder of a Master of Legal Studies. She strategically integrates her legal knowledge in contract, land rights and government law to navigate complex transactions, ensure regulatory compliance, and mitigate risk, thereby optimizing efficiency and driving strategic growth.

    Lucy graduated from GFOA Leadership Academy (2024), and achieved the Professional Certificate in Infrastructure Financial Management (IPWEA, 2022).

    Before joining the public sector, Lucy worked for several Fortune 500 and high-tech companies in the San Francisco Bay Area.

    Lucy graduated from the University of California College of Law, San Francisco (formerly UC Hastings) with a Master of Legal Studies. She is a member and volunteer of the San Mateo County Bar Association (Barristers Section). Lucy holds an MBA from the University of Central Florida and a Master’s degree in Electrical Engineering from Chongqing University.

    Summer Bundy

    Director of Project Management

    Summer Bundy is the Director of Project Management at OneShoreline. With more than 26 years of expertise in environmental engineering and program management, Summer has led climate vulnerability and adaptation planning efforts for agencies such as the Port of San Francisco, Metro Vancouver, the City of San Diego Stormwater Department, and the City and County of Honolulu. Her deep expertise spans climate science, vulnerability and risk assessment, urban coastal resilience, strategic planning, multi-disciplinary engineering, facilitating multi-agency collaborations, and engaging with communities. 

    At OneShoreline, Summer spearheads multi-jurisdictional policy, planning, and design projects focused on flood risk reduction and advancing equity. She holds an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.S. in Environmental Resources Engineering from Cal Poly Humboldt. Summer is a certified Envision Sustainability Professional (ENV SP) and holds the Waterfront Edge Design Guidelines (WEDG) certification from the Waterfront Alliance. She is a former board member of SPUR and currently serves as a Planning and Transportation Commissioner for the City of San Carlos. 

    Prior to joining OneShoreline in November 2024, Summer spent over 22 years as an engineering consultant at CH2M Hill, Carollo Engineers, and Stantec, in addition to four years working for the State of California on water quality and water resources issues.

    Johnathan Perisho

    Project Manager

    Johnathan Perisho is a Project Manager for the San Mateo County Flood & Sea Level Rise Resiliency District (OneShoreline). He has over a decade of experience working to support resilient natural systems through diverse projects including regional planning, site design and installations, pilot strategy development and monitoring, community engagement, policy, and land management.

    Previously, Johnathan served as a project manager with the Watershed Conservation Authority, a state and local government JPA with territory across Los Angeles and Orange counties where he advanced multi-jurisdictional watershed planning and development for stormwater management, parks, open space, and trails. With The River Project he partnered with both the City and County of Los Angeles on residential retrofit projects for water capture, conservation, and reuse leading to development of standard plans with City of LA Bureau of Engineering, and on plans and initiatives as Design & Policy Director.

    Johnathan has degrees in landscape architecture from Cal Poly Pomona and Ball State University.

  • Kevin Murray

    Infrastructure Project Manager

    Kevin Murray is a water resources professional with over 20 years of experience in planning and implementing complex, multi-benefit projects.  He worked in the public sector in San Mateo and Santa Clara Counties for the first two decades of his career, before joining a private consultant firm in Sacramento in 2024, where his work was focused primarily on the San Joaquin River system, leading the development of a Comprehensive Mitigation Plan for a suite of U.S. Army Corps of Engineers flood protection projects, and the development of riparian and freshwater marsh restoration design in the San Joaquin River National Wildlife Refuge.  Kevin was appointed Chair of the Western Region of the Bay Area Integrated Water Management Program in 2009 and has been awarded a Congressional Certificate of Special Recognition from the United States House of Representatives for “Outstanding and Invaluable Service to the Community.”  Kevin joined OneShoreline in 2026 to manage infrastructure maintenance and the flood early warning system.

  • Clare Keating

    Project Manager

    With more than 15 years of experience working at the intersection of water, climate, and community, Clare Keating brings a collaborative and systems-oriented approach to her role as Project Manager at OneShoreline. Her work spans complex, multi-hazard resilience initiatives across California and internationally, addressing interconnected challenges including sea level rise, flooding, drought, water quality, and extreme heat. She has worked across public agencies, nonprofits, and private-sector partners, including work with the California Department of Water Resources, the U.S. Army Corps of Engineers, Fortune 500 companies, and global conservation organizations.

    Her career reflects a consistent focus on water systems—from marine conservation and sustainable conservation finance to statewide drought resilience and water stewardship. In prior roles at Earth Genome and Arcadis, she led decision support tool development, planning efforts, and multi-benefit adaptation strategies that help agencies, utilities, and communities navigate uncertainty and align around action.

    At OneShoreline, Clare supports regional shoreline adaptation planning. Shoreline resilience is both a natural progression of her work and a longstanding personal and professional focus.

    Clare holds an Executive MBA from Brown University and IE Business School and a Master of Commerce in Environmental Economics from Rhodes University.

  • Stephanie Lau

    Grant and Communications Advisor

    Stephanie Lau joined OneShoreline in October 2024, where she supports grant management, project management, and public engagement initiatives. She brings more than a decade of research experience focused on water quality, with particular expertise in the occurrence and toxicity of chemical contaminants in drinking water, wastewater, and recycled water. Prior to joining OneShoreline, Stephanie completed postdoctoral research in the Department of Civil and Environmental Engineering at Stanford University. She received her PhD in Environmental Engineering from Johns Hopkins University.
